If a 20-lb grill tank dies after a patio cookout on Academy, a weekend near Garden of the Gods, or a stop before an I-25 run toward Denver or Pueblo, Maps will usually send you to a locked cage in a King Soopers or Safeway lot — or to a U-Haul on Fountain Boulevard that does not sell propane at all. That cage is an exchange: you leave your cylinder and walk out with a different, prefilled one, often lighter than a legal fill, with no credit for gas still in the tank you turned in. A refill is the other product: a certified attendant (or a U-Haul pay-at-pump) puts propane into the tank you already own and bills gallons added.
This directory is for people in Colorado Springs, Fountain, Monument, and the Teller rim who want that refill — U-Haul stations whose location pages say tank refill, Tractor Supply stores in Monument and Woodland Park whose official pages list propane tank refill, Glaser Energy Group’s on-site bottle fill on Auburn Drive (and the Divide yard), and Fountain Welder’s Warehouse on Charter Oak Ranch Road (propane among refillable gases — ask for fill, not the Rhino cage). It is not a map of every grocery cage in El Paso County, not a Denver dump, not a Pueblo dump, and not a price board. Call before you drive. Office hours on a U-Haul door are not a guarantee that the pump is staffed that minute. Glaser’s published hours are weekday plus a Saturday morning in Springs and weekday-only in Divide (lunch closed). Fountain Welder’s published shop hours are weekday; weekend copy on that contact page is about welding-tank exchange, not a propane-attendant schedule. There is no Tractor Supply inside Colorado Springs city limits on the pages opened this pass.
How refill differs from exchange
Colorado Springs–area U-Haul refill pages state that refilling is cheaper than exchange and that exchange does not credit leftover propane in the tank you turn in. Gallon prices on those pages change by location and by day; they are omitted from the cards below. Fountain Welder’s Warehouse publishes both propane refills and Rhino propane exchange — it is here because refill is explicit; call ahead if you need the pump, not the cage. Colorado LP-Gas is regulated by the Division of Oil and Public Safety (7 CCR 1101-15). Dispenser operators must be trained; stations can refuse an unsafe or out-of-date cylinder. Ask which billing method the station uses.

What to check before you drive
- Refill ≠ exchange. If the pin is only a cage with a card reader and no attendant fill, you are in exchange territory (King Soopers / Safeway / Walmart lots; Rhino at Fountain Welder’s if you don’t ask for fill). Fountain Blvd U-Haul is not a propane stop.
- Call ahead. Ask: “Do you refill my tank today, what sizes, and is someone available now?” Store hours ≠ propane attendant hours. Glaser Divide is lunch-closed on the published table. Military payday / USAFA weeks do not change published hours — they can change the line.
- Bring the empty (or low) tank you own. Refill keeps your cylinder; exchange swaps it.
- Read the collar date. DOT cylinders must be requalified within 12 years of manufacture (then again per method).
- Look for OPD. Cylinders up through 40 lb propane capacity generally need an Overfill Prevention Device valve.
- Condition matters. Excessive rust/pitting, dents/bulges/cuts, damaged collar/footring, or a bad valve.
- Expect a partial “full.” Legal fill leaves vapor space (~80%).
- Sizes. Ask about 20 / 30 / 40 / 100 lb and whether they fill RV ASME tanks. Winter patio-heater demand does not change the fill rules.

Common rejection rules (cite, don’t invent)
From U.S. DOT / PHMSA consumer guide Is Your Cylinder Safe to Fill? (PDF):
- Do not fill cylinders with excessive rust/corrosion/pitting, dents/bulges/cuts/cracks, missing/damaged footring, neckring/collar, or valve cover, or leaking/defective valve or relief device.
- Check manufacture / requalification dates; cylinders must be requalified within 12 years of manufacture (then per marking — e.g. “E” visual often means 5 years).
Colorado LP-Gas is under the Division of Oil and Public Safety (regulations index; Liquefied Petroleum Gas Regulations 7 CCR 1101-15). OPS training material states dispenser operators must inspect customer containers to ensure they are safe for filling and fill to proper levels (not overfilled). NFPA 58 OPD rules for 4–40 lb cylinders are adopted at the state/local level — ask the station if your valve is accepted.
